Water affordability proposal hits City Council again in bid for long-term debt, shut-off solution: ‘Our mayors in Chicago, they come and go’

An ordinance introduced in city council this week would ban water shut-offs and allow participants of a new program to pay discounted utility rates, in what aldermen and activists say would codify water affordability into city law.
